my country’s national standard GB/T 24067-2024, Greenhouse gases — Carbon footprint of products — Requirements and guidelines for quantification—the general standard for carbon footprint accounting—has been released.

2024-11-26

GB/T 24067-2024, *Greenhouse gases—Carbon footprint of products—Requirements and guidelines for quantification* (hereinafter referred to as the "General Standard for Product Carbon Footprint Accounting"), proposed and guided by the Ministry of Ecology and Environment, has recently been officially approved and released by the State Administration for Market Regulation (Standardization Administration of China).

The formulation and release of this General Standard represent a significant step in implementing the deployments outlined in documents such as the *Implementation Plan for Establishing a Carbon Footprint Management System* and the *Action Plan for Further Strengthening the Construction of Standards and Metrology Systems for Carbon Peaking and Carbon Neutrality (2024–2025)*, both issued by the Ministry of Ecology and Environment and 14 other departments. It fills a gap in domestic standards for general product carbon footprint accounting and provides guidance for stakeholders to develop specific product carbon footprint accounting standards. Under the guidance of this General Standard, accelerating the development of specific product standards and data accounting—thereby establishing a clear baseline of product carbon emissions—lays a crucial foundation for building my country's product carbon footprint management system. This process helps unlock energy-saving and carbon-reduction potential across enterprises and their upstream and downstream supply chains, supports the achievement of carbon peaking and carbon neutrality goals, and assists enterprises in navigating international green trade barriers while enhancing the low-carbon competitiveness and trade advantages of their products.

The General Standard draws primarily from the international standard ISO 14067 (published by the International Organization for Standardization) and aligns with internationally accepted life cycle assessment standards (GB/T 24040 and GB/T 24044). It specifies the scope, principles, and quantification methods for product carbon footprints, laying the groundwork for international exchange and mutual recognition of accounting methodologies and data. Compared to the international standard, this standard offers richer content and greater practical applicability by incorporating a reference framework for developing specific product carbon footprint standards and recommendations regarding geographical boundary information for data. Furthermore, it outlines provisions for verification reviews, product carbon footprint declarations, and frameworks for specific product standards, thereby providing comprehensive guidance and support for its implementation and application. Moving forward, the Ministry of Ecology and Environment will collaborate with relevant departments to systematically advance the implementation and application of this standard. Guided by the principles of systematic progress, prioritizing urgent needs, and fostering open collaboration, the Ministry will accelerate the initiation and formulation of carbon footprint accounting standards for basic energy, upstream raw materials, and foreign trade products with pressing demand. It will also progressively refine the standard system for carbon footprint management, thereby providing standardization support to better facilitate the green and low-carbon transformation of the economy and society, high-quality development, and the building of a Beautiful China.
