The Six Musts for Hot Work Operations

2026-01-13

Due to the numerous hazards associated with electric welding operations, the *Work Safety Law of the People's Republic of China* stipulates that relevant personnel must undergo specialized safety and technical training, pass the required assessments, and obtain a special operation certificate before they are permitted to perform such work.

Work Safety Law of the People's Republic of China
Article 30: Personnel engaged in special operations for a production or business entity must undergo specialized safety training and obtain the corresponding qualifications in accordance with relevant state regulations before commencing work.

Fire Protection Law of the People's Republic of China
Article 21 Smoking and the use of open flames are prohibited in areas posing a risk of fire or explosion. Where the use of open flames is required due to special circumstances such as construction work, approval procedures must be completed in advance in accordance with regulations, and appropriate fire safety measures must be taken; personnel performing the work shall comply with fire safety regulations.
Personnel performing operations that pose a fire risk—such as electric welding or gas welding—and operators of automatic fire protection systems must hold the required qualifications for their posts and comply with fire safety operating procedures.

Regulations of Jiangsu Province on Work Safety
Article 29: When conducting hazardous operations—such as blasting, hoisting, work at heights, work in confined (or restricted) spaces, operations near oil and gas transmission pipelines or high-voltage power transmission lines, demolition of buildings and structures, large-scale maintenance, or hot work and temporary electricity use in areas involving hazardous materials—production and business operation entities shall implement relevant management systems for hazardous operations and comply with the following provisions:
(1) Assess operational safety risks and confirm that on-site operational conditions meet safety requirements;
(2) Specify safety precautions and on-site emergency response measures based on the safety risks;
(3) Verify the qualifications of personnel and ensure that the provision and use of personal protective equipment meet safety requirements;
(4) Equip the site with appropriate safety facilities and emergency rescue equipment, designate safety zones at the work site, and assign specific personnel to provide unified on-site command and supervision;
(5) Inform personnel of the hazard factors, operational safety requirements, and on-site emergency response measures prior to the hazardous operation, and obtain confirmation through on-site signatures from both parties; and
(6) Halt operations and evacuate personnel in accordance with on-site emergency response measures upon discovering an emergency situation that directly endangers personal safety.

Personnel involved in hot work
must strictly observe relevant safety measures
and strictly adhere to operating procedures.
Please keep the "Six Musts" for hot work firmly in mind:

I. Combustible materials and flammable or explosive substances in the vicinity must be cleared, and effective fire-resistant separation must be established between the hot work area and other areas;
II. Appropriate fire-fighting equipment must be provided, and a reliable supply of fire-fighting water must be ensured;
III. Cordon lines or safety signage must be set up at the site;
IV. Evacuation routes, emergency exits, and fire access lanes must be kept unobstructed;
V. Operations involving fire or explosion risks must not be allowed to overlap or conflict with the hot work;
VI. Dedicated personnel must be assigned to provide continuous on-site supervision throughout the entire process.
