2026-04-30

On July 28, it was learned at a symposium of officials from national competent departments for industry and information technology that, in the second half of the year, the Ministry of Industry and Information Technology (MIIT) will focus on eight key areas. These include "strengthening the industrial foundation," value creation, security assurance, and industry governance; effectively implementing the strategy to expand domestic demand and consolidating the industrial economy's fundamentals; and vigorously promoting the integrated development of technological and industrial innovation to enhance core industrial competitiveness.

Regarding the implementation of the strategy to expand domestic demand and the consolidation of the industrial economy's fundamentals, the Ministry will launch a new round of growth-stabilization initiatives for ten major industries and fully leverage the leading role of major industrial provinces. It will formulate an action plan to enhance the alignment of consumer goods supply and demand to boost consumption, while accelerating the development and application of technologies such as AI-enabled devices, high-definition video, smart wearables, and drones. Efforts will be made to formulate guidelines on financial support for new industrialization and to expand the "integration of technology, industry, and finance" initiative. Additionally, the Ministry will accelerate and intensify efforts to clear overdue payments owed to enterprises and establish sound, long-term regulatory mechanisms for enterprise-related charges.

Regarding the vigorous promotion of the integrated development of technological and industrial innovation and the enhancement of core industrial competitiveness, the Ministry will ensure the effective implementation of national major science and technology projects and R&D programs, strengthen the construction of technological innovation platforms, and foster incubators for technology-based enterprises. It will launch initiatives to cultivate and expand new growth drivers in emerging industrial sectors and refine development policies for industries such as humanoid robots, the Internet of Things (IoT), and instrumentation. Policies supporting the innovative development of service-oriented manufacturing will be improved, alongside efforts to elevate the level of industrial design.

Regarding the deepening of digital technology applications and the promotion of deep integration between information technology and industry, the Ministry will formulate implementation opinions on empowering new industrialization with data elements and accelerating industrial digital transformation. It will refine policies for the high-quality development of basic software and industrial software, improve China's open-source ecosystem, and build open-source communities for artificial intelligence. The "AI + Manufacturing" initiative will be advanced with greater depth and substance, focusing on breakthroughs in foundational technologies and scenario-based applications. Industrial Internet applications will be deepened through a tiered and classified approach, fostering a number of industrial intelligent agents.

Regarding the improvement of the enterprise cultivation system and the strengthening of enterprise services, the Ministry will issue policy documents establishing mechanisms to foster the growth of specialized, refined, distinctive, and innovative (SRDI) SMEs. It will revise administrative measures for the accreditation of high-tech enterprises, explore mechanisms for the proactive identification of enterprises, and promote systems that allow enterprises to enjoy preferential policies without the need for formal application or review.

Regarding the further deepening of reform and the modernization of industry governance, the Ministry will accelerate the implementation of reform tasks and ensure the effective preparation of the "15th Five-Year Plan." Consolidate the results of the comprehensive rectification of cutthroat competition in the new energy vehicle industry, strengthen regulation in sectors such as photovoltaics, and leverage the upgrading of standards to compel the phase-out of outdated production capacity. Strengthen the development of the mandatory national standard system within the industrial and information technology sectors.
